1. Consolidated Stipend Scheme and Free Books Scheme for SC Students

This scheme encourages Scheduled Caste students to pursue higher education. It is implemented in all Government Colleges of Haryana.

Benefits:

Eligibility: The student must belong to a Scheduled Caste, hold a Haryana domicile, and be studying in a Government College in Haryana. Students who failed their previous year’s university examination are not eligible. Attendance also matters. The stipend requires at least 60% attendance in classes. If attendance falls below 60% in one two-month period, that stipend is withheld. It can still be paid later if the student meets the attendance requirement in the next two months.

Documents required: SC certificate, Haryana domicile certificate, and the marksheet of the previous examination on the basis of which admission was taken.

This stipend is treated as monetary help for the sundry costs of higher education. It is designed so that beneficiaries do not become ineligible for the Government of India’s Post Matric Scholarship.

2. Stipend Scheme for Grand Children of Freedom Fighters

This scheme honours freedom fighters by supporting their grandchildren (third generation) in higher education. The benefit matches what SC students receive.

Benefits: ₹1,000 per month for 12 months, plus ₹2,000 once a year for books.

Eligibility: The student must be a grandchild of a freedom fighter and hold a Haryana domicile. They must be studying in a Government or Government-aided college, or in a non-professional course at a state university in Haryana. Students who failed the previous year’s university examination are not eligible. Release of the amount also depends on a good conduct and attendance certificate from the Principal.

Documents required: Proof of being a grandchild of a freedom fighter, recommended by the District Administration. You also need a Haryana domicile certificate, a Matric certificate, and the marksheet of the previous qualifying examination.

3. State Merit Scholarship to Under Graduate Girls Students

This scheme rewards meritorious girl students pursuing general degree courses.

Benefits: ₹3,000 per student per year. Ten fresh scholarships are awarded per college, on merit.

Eligibility:

• The student must have passed Class 12 (10+2) with at least 60% marks.
• She must be studying a general degree course in a Government College.
• Students in correspondence or open university courses are not eligible.
• There is no income limit.

Renewal: The scholarship lasts three years. To renew it each year, the student must score at least 55% in the qualifying examination. If a student misses the annual exam due to illness, the award may still be renewed if she submits a medical certificate that satisfies the Head of the Institution.

When two students have equal marks, the younger student gets priority.

4. Haryana State Meritorious Incentive Scheme

This scheme rewards students who rank in the top three of their college in the annual university examinations. It applies to the Arts, Commerce, Science (Medical and Non-Medical), and Education streams, at both UG and PG levels.

Incentive amounts (per year):

Eligibility: Only students in general courses at Government Colleges qualify. Students of non-government colleges and correspondence or open universities are excluded. Separate merit lists are prepared for general category boys, general category girls, and SC students (one combined list for boys and girls). An SC student who ranks in the general list is considered there, and the SC award then goes to the next SC student on merit. There is no income limit.

5. State Merit Scholarship to UG/PG Students

This merit-cum-poverty scholarship supports talented students in general university education, including degree, postgraduate, and doctoral courses. According to the scheme’s revised rates (effective 2007-08), the monthly values are:

Eligibility: The student’s parents or guardians must be Indian citizens domiciled in Haryana. The student must have secured at least a Second Division in the specified examination, and for M.A./M.Sc. scholarships, a Second Division in the specific subject as well. Students applying for Rural Area Merit Scholarships need at least 40% marks, and their parents must actually live in and earn from the rural area. Postgraduate scholarships have no income condition. Selection is strictly on merit, based on aggregate marks.

Master’s scholarships are allocated subject-wise across three groups. Group A covers sciences such as Physics, Chemistry, Mathematics, and English. Group B covers subjects such as Economics, History, Hindi, and Commerce. Group C covers subjects such as Management, Computer Science, Law, and Education. For integrated courses after 10+2 (such as BA LLB or integrated MBA/MCA), the UG rate applies for the first three years and the PG rate applies after that.

6. Lower Income Group (LIG) Post Matric Scholarship

This scheme helps students from lower-income families complete their education. Selection is based on family income, not caste.

Benefits: Monthly maintenance allowance, which varies by course and by whether the student is a hosteller or day scholar. Compulsory fees such as tuition, exam, library, and registration are also paid, but refundable deposits like caution money are not. Professional course students can receive study tour charges of up to ₹100 per year. Research scholars can receive thesis typing and printing charges of up to ₹100.

Eligibility: The student must be an Indian national permanently settled in Haryana, fall within the Lower Income Group, and have passed Matric or a higher examination. Several students are not eligible:

• Students repeating the same stage of education in a different subject, such as B.Com after B.A.
• Students switching from one professional line to another
• Students in correspondence courses
