Candidates must meet the educational qualification, language requirement, age limit and nationality conditions given below.

HPSC FSO Educational Qualification

Candidates must hold a Bachelor’s, Master’s or Doctorate degree from a recognised university or institution in any of the following disciplines.

Any other equivalent qualification notified by the Food Authority with prior approval of the Central Government is also accepted. However, HPSC will not consider any claim of equivalence unless it is specified in the relevant Service Rules.

Language Requirement: Candidates must have Hindi or Sanskrit as one of the subjects in Matric, or Hindi as one of the subjects in higher education.

Training: Candidates must also complete training specified by the Food Authority. This training will be given after appointment, and only those who complete it successfully will be notified as Food Safety Officers.

Important Condition: Under the Food Safety & Standards Rules, 2011, no person who has any financial interest in the manufacture, import or sale of any article of food can be appointed as a Food Safety Officer.

HPSC FSO Nationality

A candidate must be a citizen of India, a subject of Nepal or Bhutan, a Tibetan refugee who came to India before 1st January 1962, or a person of Indian origin who migrated from specified countries with the intention of settling permanently in India. Candidates in the non-Indian-citizen categories need a certificate of eligibility from the Government of India.

The fee is non-refundable and cannot be held in reserve for any other examination. Reserved category candidates from other states will be treated as General/UR candidates and must pay the full fee.

Step 2 – Register using your mobile number. A URN will be generated after successful registration.

Step 3 – Log in and select Advertisement No. 25/2026 for the post of Food Safety Officer.

Can I Edit or Withdraw the HPSC FSO Application Form?

No change in any particular, including category, is allowed after final submission. If a candidate finds an error, they must fill a fresh application with a fresh fee before the closing date. In case of multiple applications, only the one with the highest/latest application number will be considered, and fees paid against one application will not be adjusted against another. Withdrawal of candidature is not allowed after submission.

HPSC FSO Reservation Rules

Reservation benefits for DSC/OSC/BC-A/BC-B/EWS/PwBD categories are available only to residents/domiciles of Haryana. BC-A/BC-B candidates who fall in the Creamy Layer must apply under the General category and pay the full fee. Reserved category candidates of Haryana for whom no post is reserved can apply against General posts with the fee concession, provided they attach their caste and resident certificates. Children and grandchildren of Freedom Fighters (DFF) of Haryana get 2% reservation, which applies only against posts of BC-A/BC-B or ESM categories that remain unfilled.

What is the HPSC FSO Selection Process 2026?

HPSC generally follows a three-stage selection process.

Stage 1 – Screening Test: An objective screening test, usually on OMR sheets, to shortlist candidates when applications are large in number.

Stage 2 – Subject Knowledge Test: A test of subject-specific knowledge for candidates who clear the screening test.

Stage 3 – Interview: A personal interview for the final stage.

The Commission may also hold the Subject Knowledge Test and Interview directly without a screening test. When applications are large in number, candidates may also be shortlisted on the basis of percentage of marks, higher qualifications, desirable qualifications or higher experience. For this reason, candidates should mention all their qualifications and experience in the application form. There is no provision for re-checking of OMR sheets or re-evaluation of Subject Knowledge Test answer sheets.

HPSC FSO e-Admit Card 2026

The e-Admit Card will be available for download on https://hpsc.gov.in well before the exam. No admit card will be sent by post. Candidates who cannot download it should contact the Commission immediately. Issue of an admit card does not confirm eligibility, since documents are verified only after a candidate qualifies for the interview.

Facilities for PwBD Candidates

PwBD candidates (Blind, Low Vision or Locomotor Disability) will get extra time of 20 minutes per hour in each paper, on production of a medical certificate from a Medical Board constituted by the district CMO and prior permission from the Commission. Blind and Low Vision candidates who need a scribe must send a written request at least 5 days before the exam and arrange their own scribe, who must be a student studying up to Class 12.
