MP Police Subedar Steno & ASI Ministerial Bharti: Madhya Pradesh has opened one of the biggest ministerial-side recruitments in the state police this year. The Madhya Pradesh Employees Selection Board (ESB), acting for the Police Headquarters, Home (Police) Department, has published the rulebook for 655 posts of Subedar (Ministerial) Stenographer and Assistant Sub Inspector (Ministerial). If you have a CPCT certificate and decent Hindi typing speed, this is a Class III police job worth applying for.

There are two cadres on offer. Subedar (Ministerial) Stenographer carries a pay scale of ₹36,200–₹1,14,800, and Assistant Sub Inspector (Ministerial) carries ₹19,500–₹62,000. Both are Group C posts with a three-year probation period.
Why This MP Police Subedar Steno & ASI Ministerial Recruitment Matters
Most MP Police notifications ask for running, long jump and chest measurement. This one does not. The physical test here checks height only — 162 cm for men, 152 cm for women, with no chest requirement at all. What decides your fate instead is a 100-question objective paper with no negative marking, followed by a typing or shorthand test.
In other words, this is a police recruitment built for typists and stenographers rather than athletes. That single fact changes how you should prepare.

A Note on the 87% / 13% Split
You will see two columns in the vacancy tables — काल्पनिक (87%) and प्रावधिक (13%). This is the OBC reservation matter still pending before the courts. Out of the 27% OBC quota, 14% is being treated as confirmed and 13% remains provisional. Final numbers can move once the matter is settled.
Are You Eligible for MP Police Subedar Steno & ASI Ministerial?
Age
Age is counted as on 8 October 2026.
The base limit is 33 years for unreserved and EWS men from MP, and for all candidates from outside MP. It rises to 38 years for women of every category, for reserved-category men (SC/ST/OBC), for government and corporation employees, for Nagar Sainiks, and for candidates in an inter-caste marriage. Women in an inter-caste marriage and reserved-category Vikram Award winners get up to 43 years.
Two things trip people up here. First, if you qualify for more than one relaxation, you get only the single most generous one — they do not stack. Second, Shiksha Karmi, Panchayat Karmi, Samvida Shikshak and similar contract or honorarium workers of local bodies get no age relaxation at all.
Ex-servicemen deduct their full defence service period from their age, but the result cannot exceed the upper limit by more than three years. Members of CRPF, BSF and ITBP do not count as ex-servicemen for this purpose.
Education — Subedar (Steno)
You need 10+2 pass, Hindi shorthand at 100 words per minute from an MP-recognised board, polytechnic or ITI, and a CPCT certificate with Hindi typing. On top of that, one computer qualification from this list: DOEACC diploma, a one-year COPA certificate from a government ITI, a Modern Office Management course, or a computer diploma from a UGC-recognised institution or open university.
Education — ASI (Ministerial)
You need 10+2 pass and a CPCT certificate with Hindi typing. For the computer requirement, you can offer an Engineering degree, MCA, BCA, M.Sc. in Computer Science or IT, an AICTE-approved polytechnic diploma, a DOEACC diploma, a COPA certificate, a Modern Office Management course, or a UGC-recognised computer diploma.
No shorthand is required for the ASI post. That is the main difference between the two cadres.
Other Conditions
You must be an Indian citizen. Candidates with more than two living children where one was born on or after 26 January 2001 are not eligible, though multiple births in a single subsequent delivery do not disqualify you. Serving government employees need written permission from their appointing authority. The Police Department is exempt from PwD recruitment under a 1995 Home Department memorandum, so there is no divyangjan quota here.
Non-MP candidates: you can apply only against Unreserved Open posts, with no reservation and no age relaxation, and your age cap is 33 years.
The Selection Process, Stage by Stage
Stage One — Online Written Exam
Two hours, 100 questions, 100 marks, Hindi medium, no negative marking. Every correct answer earns +1. Wrong and unattempted answers cost nothing, so leave nothing blank.
The paper splits into three parts: General Knowledge and Reasoning (40 marks), Intellectual Ability and Mental Aptitude (30 marks), and Science and Simple Arithmetic (30 marks).
Because the exam runs in multiple shifts, results are normalised using the Normalised Equi-Percentile (NEP) scaling technique. Your raw score is converted to a percentile, then to a z-value, then to a T-score. The T-score is what gets added to your practical marks.
Shift timings: First shift reporting 8:00–9:00 AM, paper 10:00 AM–12:00 PM. Second shift reporting 1:00–2:00 PM, paper 3:00–5:00 PM. Reach before the reporting window closes — latecomers are turned away, no exceptions.
Who Moves to Stage Two
Candidates numbering seven times the advertised posts in each vertical category, based on the cut-off percentile. If more candidates are tied at exactly the cut-off, all of them are called even if the number crosses seven times. No separate cut-off is fixed for women or ex-servicemen.
Stage Two — Document Check and Practical Test
Held at Bhopal under a Selection Committee constituted by the DGP. Both parts must be cleared. Failing document verification knocks you out even if your typing was perfect.
Subedar (Steno) practical: One hour, 100 marks, minimum 30 to qualify. You get two Hindi shorthand dictations at 100 wpm, five minutes each, worth 10 marks apiece. After each dictation you get 5 minutes to read and correct your draft, then 20 minutes to type the transcript, worth 40 marks each. Your shorthand notebook is collected and attached to the printout — examiners check whether you typed more than you actually took down.
ASI practical: One hour, 100 marks, minimum 30 to qualify. Two Hindi paragraphs of 600 words each, 30 minutes per paragraph, 50 marks each.
In both tests, only typed material is evaluated. Pen or pencil corrections earn nothing.
How Errors Are Counted
Full errors include omitting a word or number, adding an extra one, changing a word, swapping in a word that is not in the passage, and wrong sentence construction (writing ‘मुझे है जाना’ instead of ‘मुझे जाना है’).
Half errors include spacing mistakes and spelling slips such as ‘मैं’ for ‘में’, ‘कि’ for ‘की’, ‘और’ for ‘ओर’, ‘हैं’ for ‘है’. All mistakes within one word together count as no more than one full error.
The formula is: (Full errors + Half errors ÷ 2) × 100 ÷ total words.
Medical Standards
The District Medical Board checks height, vision, knock-knees and flat feet. Vision without glasses must be at least 6/9 in one eye and 6/12 in the other, with colour discrimination tested through Ishihara plates. If you are declared unfit, you can appeal to the Divisional Board, and a disagreement between district and divisional boards goes to the State Medical Board. A gazetted police officer must be present and the whole examination is videographed.

Portal charges are ₹60 through a kiosk and ₹20 through Registered Citizen User login. Each correction costs ₹20 plus ₹40 portal fee. Raising an objection on an answer key question costs ₹150 per question.
Salary
Subedar (Steno) starts at ₹36,200 and ASI at ₹19,500. Note the stipend rule though — under the December 2019 GAD circular, you draw 70% of the minimum in year one, 80% in year two and 90% in year three. Full pay comes from the fourth year. Other allowances apply throughout, and the Defined Contributory Pension Scheme covers everyone appointed after 1 January 2005.
Travel Allowance
SC, ST and OBC candidates from MP get actual travel fare for both stages. Without tickets, you get the cheaper of train or bus fare to your district. Carry a photocopy of your bank passbook’s first page.
Reservation Rules You Should Understand
Vertical reservation stands at SC 16%, ST 20%, OBC 27% and EWS 10%. Horizontal reservation is 35% for women and 10% for ex-servicemen, carved out within each vertical category.
Three points worth internalising:
Unreserved is not a caste category. It is open competition. A reserved-category candidate who took no relaxation of any kind — age, education or physical — and scored above the UR cut-off is counted in UR, not in their own quota.
Take a relaxation and you stay in your own category. Even with a high percentile, availing any relaxation locks you into your reserved vertical.
Horizontal posts do not carry forward. If enough qualified women or ex-servicemen are not found, those posts go to the Open cell of the same vertical category. And if 35% women already make it on merit in the Open cell, no extra reservation is added on top.
All reservation and relaxation benefits require an MP domicile certificate.
5% Bonus Marks
Eight priority categories get 5% additional marks over their written exam score: dependents (up to two) of soldiers killed in the recent India-Pakistan conflict, ex-servicemen, surplus employees of the Election department, surplus employees generally, Census 1981 surplus employees, work-charged and contingency-fund employees, NCC ‘C’ certificate holders, and Indian citizens who came from Myanmar or Sri Lanka.
How to Apply for MP Police Subedar Steno & ASI Ministerial
Go to esb.mp.gov.in and open the application link for this exam. Fill in personal and educational details along with your Aadhaar number or VID and permanent body identification marks. Enter the details of the photo ID you will carry to the exam hall.

The Preference Trap
This is where candidates lose posts every year. You must record your preference for every single post you are eligible for. If you skip a post code, you will not be considered for it — even with a percentile high enough to clear it comfortably. Fill all of them, in the order you actually want them.
Photo and Signature Rules
The photograph must be colour with a white background, shot from the front with both ears clearly visible, and not older than three months, with the date and your name printed on it. Polaroid photos are rejected. Wear your reading glasses if you use them; dark glasses are not allowed. Keep at least five copies of the same photograph. Signatures must be full and clear — short signatures and capital-letter signatures are rejected. Missing or unclear uploads mean your form is cancelled outright.
