OPSC AEE Recruitment 2026: The Odisha Public Service Commission (OPSC) has officially released its notification for the post of Assistant Executive Engineer (Civil), with 46 vacancies on offer, vide Advertisement No. 07 of 2026-27 (Notice No. 4430/PSC, Dt. 04.08.2026). OPSC AEE (Civil) Recruitment 2026 Selection Process

Selection for the post of Assistant Executive Engineer (Civil) will be made through a competitive examination conducted in three stages: Preliminary Examination, Main Examination, and Interview.

A. Preliminary Examination

  • The Preliminary Examination is a screening test for shortlisting candidates for the Main Examination.
  • It consists of one paper in Civil Engineering, comprising Objective Type Multiple Choice Questions (MCQs), conducted through OMR-based Evaluation or Computer-Based Test (CBT), as decided by the Commission.
  • The paper carries 100 marks, comprising 100 questions, each carrying 1 mark.
  • There shall be negative marking: for every incorrect answer, 25% of the marks allotted to the question shall be deducted. No mark shall be awarded or deducted for un-attempted questions.
  • Duration of the examination: 1 hour 30 minutes.
  • The minimum qualifying marks shall be determined by the Commission separately for each category. Candidates securing the minimum qualifying marks shall be shortlisted for the Main Examination, in order of merit, subject to a maximum of approximately 10 times the number of vacancies notified for each category.
  • Marks obtained in the Preliminary Examination shall not be counted towards the Final Merit List.

B. Main Examination

The Main Examination consists of 500 marks (2 papers) plus a Personality Test/Interview of 50 marks, as detailed below.

C. Interview

The Interview shall carry 50 Marks.

D. Select List

  • The final Merit List (Select List) will be prepared based on marks obtained in the Main Examination and Interview taken together, for each category, equal to the total number of vacancies to be filled.
  • In case of a tie, the candidate with higher marks in the Main Examination will be placed higher; if the tie persists, the older candidate (by date of birth) will be placed higher.

Place and Date of Examination

The Preliminary/Main Examination will be held at Cuttack, and may also be held at Bhubaneswar, Baleshwar, Brahmapur, Sambalpur, and Jayapur, depending on the number of candidates from each zone. The Preliminary Examination will be held on 08.11.2026 (Sunday); the detailed schedule and centre will be notified in due course.

Syllabus (Preliminary and Main Examination)

Preliminary Examination — Civil Engineering (100 Marks, 1½ Hours, Bachelor’s Degree standard): Engineering Mechanics, Soil Mechanics, Structural Analysis, Concrete Structure, Steel Structure, Solid Mechanics, Fluid Mechanics, Irrigation, Transportation Engineering, Survey.

Main Examination — Paper-I: General Studies (200 Marks, 2 Hours, +2 standard):

  • Part-I – Science & Technology: Physics, Chemistry, Geology, Communication & IT, Nuclear/Space/Defence Technology.
  • Part-II – General Awareness and General Knowledge: History of Modern India and Indian Culture; Geography of India (including Odisha’s physiography, drainage, natural resources); Indian Polity (including Panchayat Raj Institutions in Odisha); Indian Economy (including Odisha economy post-reform); Current Affairs.

Main Examination — Paper-II: Specialized Paper, Civil Engineering (300 Marks, 2½ Hours, Bachelor’s Degree standard): Solid Mechanics, Structural Analysis, Design of Concrete Structures, Design of Steel Structures, Building Materials & Building Construction, Estimation/Construction Planning & Management, Water Resources & Hydraulic Engineering (Irrigation Engineering, Hydrology, Fluid Mechanics, Open Channel Flow), Environmental Engineering (Water Supply, Waste Water, Solid Waste Management, Air & Noise Pollution), Geotechnical Engineering (Soil Mechanics, Foundation Engineering), Transportation Engineering (Highway & Traffic Engineering), Surveying.

Other Eligibility Conditions

Candidates should also fulfil the following conditions to be considered eligible for this recruitment:

  • The candidate must be a citizen of India.
  • Must be of good moral character, sound mental condition and bodily health, free from physical defects that could impair discharge of duties (the mental condition clause does not apply to persons with disabilities).
  • Must be able to read, write and speak Odia, established through passing Middle School/Matriculation with Odia, Class-VII Odia examination, or a Middle English School Standard Odia test conducted by the S&ME Department/BSE Odisha.
  • A candidate with more than one living spouse is not eligible unless exempted by the State Government.
  • Government servants (temporary or permanent) may apply if they meet the qualification and age criteria, but must inform their Head of Office in writing and furnish a No Objection Certificate (NOC) at the time of document verification.
  • Candidates debarred by OPSC, other State PSCs, or UPSC for a specified period/chances are not eligible during that period.
  • Every candidate selected for appointment shall be examined by a Medical Board; failure to qualify shall render the candidate ineligible for appointment.
