Why basic rose 62% but gross rose only 25%

This trips up a lot of candidates, so it is worth stating plainly.

The wage revision worked by merging accumulated Dearness Allowance into basic pay and then applying a hike on top of the merged figure. Reported terms of the settlement include DA neutralisation as on 31 July 2022 followed by a 14% increase on the neutralised pay.

The practical effect: a large chunk of what used to be paid as DA is now paid as basic. Your DA counter was effectively reset and has been rebuilding since. So the headline basic jumped enormously, while the total money in hand rose by a more modest — though still very real — 25%.

Why this still matters a great deal: basic pay is the base for DA, HRA, CCA, gratuity, leave encashment and NPS contributions. A permanently higher basic compounds across your entire career and into retirement. A 62% higher basic is worth far more over 30 years than a one-off 25% cash bump suggests.

Salary components explained

The notification lists what an AO receives but does not publish component-wise percentages. Here is each element, with the source clearly flagged.

1. Basic pay — ₹82,485

Officially confirmed in the notification. Fixed at the first stage of the scale on joining.

2. Dearness Allowance (DA)

DA in public sector general insurance is not the same as central government DA. It does not follow the 7th CPC percentage you see quoted in the news.

PSGIC DA is linked to the All India Consumer Price Index for Industrial Workers on the 1960=100 base, revised quarterly rather than half-yearly, and calculated as a small percentage of basic pay for every set number of index points above a defined base index. Under the revised scales the settlement provides for 100% DA neutralisation.

Because DA was neutralised at the point of revision and has been accruing only since, the DA component sitting on top of the new basic is currently modest relative to what officers on the old scale were drawing — and it will climb every quarter.

Note on accuracy: UIIC does not publish the DA percentage in its recruitment notification, and DA changes four times a year. Treat any fixed DA figure you see on an exam website as an estimate valid only for the quarter it was written in.

3. House Rent Allowance (HRA)

Salary during probation, and the conditions attached

Three things materially affect your first five years, and all three are spelt out in the notification.

Probation — one year. Selected candidates are appointed on probation for one year, extendable at the Company’s discretion. The Company may terminate service during probation if the candidate is found unsuitable, without notice.

Licentiate Examination — mandatory. During probation, officers must pass the non-life Licentiate Examination conducted by the Insurance Institute of India. Confirmation of service only follows this. Failure to pass within the extended probation period makes the officer liable to termination.

Service bond — five years, ₹35,000 plus salary recovery. Before joining, selected candidates must undertake to serve the Company for a minimum of five years including probation.
