Pay Scale, Bond & Training

Pay Scale

The selected JTO (Telecom) — Direct Recruits will be placed in the IDA Pay Scale [E-1]: ₹16,400 – ₹40,500 (2nd PRC Pay Scale w.e.f. 01.01.2007). BSNL also provides additional benefits as applicable to the pay scale.

Service Bond

All selected candidates must execute a Bond of ₹6 Lakhs (Six Lakhs) to serve BSNL for a minimum period of 5 years from the date of appointment as Junior Telecom Officer. This is a mandatory pre-joining condition.

Probation & Training

The period of probation is 2 years. All JTO (T) Direct Recruits must successfully undergo a structured training programme consisting of three phases:

  • Phase-I Training: 10 weeks
  • Field Training: 4 weeks
  • Phase-II Training (Specialisation): 6 weeks

If a candidate does not qualify the pre-appointment training examination in the first attempt, one more chance is given without fresh training. Failure in the second attempt means the candidate will not be appointed as JTO and must appear afresh in the next DR Examination. During training, a stipend (training allowance) as decided by BSNL will be paid.

Seniority Determination

Seniority in the JTO (T) cadre will be determined by: 60% weightage of marks in the Direct Recruitment Examination + 40% weightage of marks in the Phase-I pre-appointment training. In case of tie in DR marks, the older candidate (by date of birth) will be senior.

Expert Preparation Strategy — BSNL JTO 2026

1. Understand the Marking Scheme and Plan Attempts

With +4 for correct and −1 for wrong answers, your net score = (correct × 4) − (wrong × 1). Attempting 80 questions with 90% accuracy nets 276 marks, versus attempting all 120 with 70% accuracy netting 216 marks. Selective, high-confidence attempts outperform blind guessing. Focus on clearing the sectional cut-off of 40% (UR) in every section first.

2. Section I — Build Strong Electronics Fundamentals

Section I covers core Electronics Engineering — materials, semiconductor devices, network theory, electromagnetics, measurements, and power electronics. These are standard 3rd/4th year B.E. Electronics/Electrical topics. Use your university textbooks and standard references: Boylestad for Network Theory, Sedra/Smith for Electronic Circuits, and Hayt for Electromagnetic Theory. Previous BSNL JTO papers show heavy emphasis on semiconductor devices and network theorems — prioritise these.

3. Section II — Focus on Communication & Digital Systems

Section II is typically considered the more competitive section as it includes Communication Systems, Microwave Engineering, and Computer Engineering alongside Analog/Digital circuits. Communication Systems and Microwave Engineering together can yield 30–40% of Section II marks — revise AM/FM/PM modulation, Shannon's theorem, satellite communication, and waveguide fundamentals thoroughly.

4. Section III — Score Full Marks in General Ability

The General Ability Test (20 questions, 80 marks) covers General English, Current Affairs, Telecom developments, History, and Geography. This section should be your highest-scoring section. Read a newspaper daily, maintain a current affairs notebook (last 6 months), and specifically follow developments in the Indian Telecom sector — 5G rollout, BSNL's own 4G/5G upgrades, new spectrum auctions, and telecom policy updates are likely question areas.

5. Circle Strategy — Select All 21 Circles

BSNL explicitly advises selecting all 21 circles. Karnataka has 26 vacancies and Maharashtra has 16 — the most available. If your score is above the cut-off but you only selected 3 circles, you may miss selection even though you would have qualified for 10 other circles. Always rank all 21 and put your genuinely preferred circle at the top — the system is preference + merit based.

6. Practice Previous BSNL JTO Papers

Previous year BSNL JTO papers (2015, 2016, 2019, 2023) are essential practice material. The question pattern and difficulty level are consistent — approximately 60–65% direct formula/concept application, 25–30% derivation-based, and 10% factual/definitions. Aim to solve at least 5 full-length mock tests in timed conditions before the exam.

💡 Key Insight: BSNL JTO exam uses normalization across sessions. This means your raw marks are adjusted relative to the difficulty of your session. Focus on maximising your own raw score — a strong performance in your session converts to a proportionally strong normalized score. Don't strategically hold back hoping for an "easier session."

Where can I challenge the answer key after the exam?
BSNL will publish a provisional answer key on www.externalexam.bsnl.co.in within 5 working days of the exam. A challenge window of 7 days will be open. Each objection costs ₹400 per question/answer key, payable online. This fee is non-refundable regardless of whether the challenge is upheld.
