Nationality
Only Indian Nationals are eligible to apply. Additionally, candidates must be capable of distinguishing principal colours and must possess binocular vision.
Educational Qualification
Candidates must hold a Bachelor of Engineering (B.E.) degree or equivalent from a Central/State Government recognised Institution/University in any of the following disciplines:

Pay Scale, Bond & Training
Pay Scale
The selected JTO (Telecom) — Direct Recruits will be placed in the IDA Pay Scale [E-1]: ₹16,400 – ₹40,500 (2nd PRC Pay Scale w.e.f. 01.01.2007). BSNL also provides additional benefits as applicable to the pay scale.
Service Bond
All selected candidates must execute a Bond of ₹6 Lakhs (Six Lakhs) to serve BSNL for a minimum period of 5 years from the date of appointment as Junior Telecom Officer. This is a mandatory pre-joining condition.
Probation & Training
The period of probation is 2 years. All JTO (T) Direct Recruits must successfully undergo a structured training programme consisting of three phases:
- Phase-I Training: 10 weeks
- Field Training: 4 weeks
- Phase-II Training (Specialisation): 6 weeks
If a candidate does not qualify the pre-appointment training examination in the first attempt, one more chance is given without fresh training. Failure in the second attempt means the candidate will not be appointed as JTO and must appear afresh in the next DR Examination. During training, a stipend (training allowance) as decided by BSNL will be paid.
Seniority Determination
Seniority in the JTO (T) cadre will be determined by: 60% weightage of marks in the Direct Recruitment Examination + 40% weightage of marks in the Phase-I pre-appointment training. In case of tie in DR marks, the older candidate (by date of birth) will be senior.

Selection Process — BSNL JTO 2026
Online Registration & Application
Candidates apply online at www.externalexam.bsnl.co.in between 04 June and 03 July 2026. A 7-day editing window (04–11 July 2026) is provided for selective field corrections after closing.
Computer Based Test (CBT) — August 2026
Objective MCQ test of 120 questions / 480 marks in 3 hours across 27 examination centres. Normalization of marks will be adopted if the exam is conducted in multiple sessions. A provisional answer key will be published within 5 working days of the exam. Candidates can challenge answers at ₹400 per question/answer key (non-refundable), within 7 days.
Final Merit List Preparation
Merit list is prepared based on total marks in all three sections combined, subject to clearing both sectional and overall qualifying marks. Circle allotment is done based on merit rank and candidate's stated circle preferences (up to 21 preferences). Options once exercised are final — no change of circle afterwards.
Document Verification
Selected candidates in the merit list will be called for document verification (date and venue communicated separately). Originals of all uploaded documents must be produced. Government/PSU employees must produce a valid NOC from their present employer.
Pre-Appointment Medical Examination
Appointment is subject to passing BSNL's Medical Examination as per standards prescribed. Candidates currently employed elsewhere must resign from their existing organisation only after being declared medically fit — BSNL bears no responsibility if resignation is made before medical clearance.
